Dear Community Partners:
Consistent with HUD regulations that guide our CDBG and HOME funding, the Contra Costa Consortium is hosting 2 focus group meetings that will inform our Analysis of Impediments to Fair Housing Choice for 2010-2015. We invite and encourage your agency/organization to attend one of these facilitated discussions. Because of your interactions with tenants, landlords, homeowners, property managers and service providers that work with these groups, your perspective and observations are crucial for the creation of a relevant document that can actually guide our work and educate our policies. This information can help us provide better protections against discrimination to Contra Costa County residents. |

Agencies that currently have a Username and Password on the CDS system can access the application by going to www.citydataservices.net and then entering your Username and Password. You will be taken to your main program page. At the far right of the screen, select the link “Apply for 2010.” If you want to apply for a new program, click on the link on the bottom of your main program page labeled “Apply for a New Program.” Once you select this link, an application for a new program will appear on the screen. |

Agencies that do not have a username and password on the CDS system can access the application by going to www.citydataservices.net, and login using the following information: Username: ccc2010 Password: ccc2010. After entering the Username and Password, click on “Go” which will take you to a page that requests some basic information, and has you create a unique Username and Password for your organization. When you log back into the CDS system with your new Username and Password, click on the “Apply for 2010” link at the bottom of the page. |
The City funds a Neighborhood Preservation Program (NPP) administered through the County to provide loans to property owners to fix up their homes. The City also funds a Rental Rehabilitation Program administered through the County Housing Authority (925-957-8035) that provides loans for apartment building renovations.
The City of Antioch is offering down payment and closing cost assistance to qualifying homebuyers as part of its First-Time Homebuyer Down Payment Assistance Program.

The City contracts with Housing Rights, Inc. to provide fair housing counseling and tenant/landlord counseling. Please call the Housing Rights, Inc. Info-Line at (800) 261-2298 or visit their website at www.housingrights.org.

Neighborhood Stabilization Program (NSP)
The U.S. Department of Housing and Urban Development (HUD)'s Neighborhood Stabilization program (NSP) provides emergency grants to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities. These emergency funds are provided through the Community Development Block Grant Program under Title III of the Housing and Economic Recovery Act of 2008. The funds can be used to purchase and redevelop foreclosed homes, thus stabilizing communities and preventing neighborhood decline. The City of Antioch was awarded over $4 million in NSP monies.
