Consolidated Plan
The City of Antioch is accepting comments on the Draft Consolidated Plan and Analysis of Impediments to Fair Housing until 5:00 PM on Tuesday April 27th, 2010. Please see the public hearing notice for more information. The Contra Costa Consortium (which includes the CDBG entitlement jurisdictions of Antioch, Concord, Pittsburg, Richmond, Walnut Creek, and Contra Costa County) has prepared a draft housing and community development plan – the five-year Consolidated Plan. The Consolidated Plan is mandated by the federal Department of Housing and Urban Development (HUD) and outlines existing and future housing and community development needs, and sets forth the strategies the Consortium will undertake and prioritize for using federal funds to address those needs. |

Consistent with HUD regulations that guide our CDBG and HOME funding, the Contra Costa Consortium is hosting 2 focus group meetings that will inform our Analysis of Impediments to Fair Housing Choice for 2010-2015. We invite and encourage your agency/organization to attend one of these facilitated discussions. Because of your interactions with tenants, landlords, homeowners, property managers and service providers that work with these groups, your perspective and observations are crucial for the creation of a relevant document that can actually guide our work and educate our policies. This information can help us provide better protections against discrimination to Contra Costa County residents. |

Agencies that currently have a Username and Password on the CDS system can access the application by going to www.citydataservices.net and then entering your Username and Password. You will be taken to your main program page. At the far right of the screen, select the link “Apply for 2010.” If you want to apply for a new program, click on the link on the bottom of your main program page labeled “Apply for a New Program.” Once you select this link, an application for a new program will appear on the screen. |

Agencies that do not have a username and password on the CDS system can access the application by going to www.citydataservices.net, and login using the following information: Username: ccc2010 Password: ccc2010. After entering the Username and Password, click on “Go” which will take you to a page that requests some basic information, and has you create a unique Username and Password for your organization. When you log back into the CDS system with your new Username and Password, click on the “Apply for 2010” link at the bottom of the page. |
Summary of CDBG/ADA Programs
The City of Antioch provides grants to non-profit and governmental agencies to provide social service programs, infrastructure improvements and economic development programs through the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program. In addition, the City provides funds to non-profit and governmental agencies to create and/or rehabilitate housing through the Antioch Development Agency (ADA) Housing Set-Aside Program. The City is on a two-year funding cycle for Fiscal Years 2008-2009 and 2009-2010.
The City is part of the Contra Costa County CDBG/HOME Consortium which collaborates on the CDBG application and monitoring practices. For more information about applying for CDBG funds visit www.ccreach.org or call the City of Antioch's CDBG/Housing Coordinator at (925) 779-7013.
The City funds a Neighborhood Preservation Program (NPP) administered through the County to provide loans to property owners to fix up their homes. For more information contact Pat Corum at 925-335-1137or visit www.co.contra-costa.ca.us/depart/bi/. The City also funds a Rental Rehabilitation Program administered through the County Housing Authority (925-957-8035) that provides loans for apartment building renovations.
The City of Antioch is offering down payment and closing cost assistance to qualifying homebuyers as part of its First-Time Homebuyer Down Payment Assistance Program. Download the brochure for more information.

Neighborhood Stabilization Program (NSP)
The U.S. Department of Housing and Urban Development (HUD)'s Neighborhood Stabilization program (NSP) provides emergency grants to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities. These emergency funds are provided through the Community Development Block Grant Program under Title III of the Housing and Economic Recovery Act of 2008. The funds can be used to purchase and redevelop foreclosed homes, thus stabilizing communities and preventing neighborhood decline. The City of Antioch was awarded over $4 million in NSP monies.
