The Finance Department, Operations Division, provides processing services for accounts receivable items. The Division provides utility billing services for water and sewer services on a monthly basis (925) 779-7060 and business license services (925) 779-7059. The Finance Department strives to provide customers with Quality Service and a Dedication to Excellence in Public Service.

To make an online payment for a non-delinquent water account, via the City’s website - click here https://www.municipalonlinepayments.com/antiochca.  This site also allows customers to view account detail, transaction history, account and consumption information.

Customer Service can be reached by phone (925) 779-7060 and is located at 200 H St (the corner of 3rd and H Streets) 1st floor, in the three story brick building. Hours are Monday – Friday, 8:30 am to 4:30 pm.

If your concern is a drought related or water conservation matter, please call the Drought Hotline at (925) 779-6140. For sewer problems or water leaks call Public Works at (925)779-6950. After hours, weekends and holidays call Police Dispatch at (925) 778-2441. 

The back of your water bill gives complete details on the Six Easy Ways to Pay your regular non-delinquent water bill; Auto Draft, Online at https://www.municipalonlinepayments.com/antiochca and Automated Telephone (925) 779-7060 all by the water account holder only, Night Drop, In Person or by Mail to PO BOX 6015, Artesia, CA 90702-6015.

Payments must be received by the City on or before the due date to avoid a late penalty per Master Fee Resolution.

Antioch municipal code section 6‐5.04 requires; a delinquent penalty charge of 5% shall be assessed if the bill is not paid when due.


HOMEOWNERS

If you wish to start water services for a newly purchased property in the City of Antioch, you must provide the following documents and information- (A third party may NOT do this for you in your behalf)

v  Proof of ownership in the form of the Final Settlement Statement, Final HUD-1, Closing Disclosure or recorded Grant Deed

v  Government issued photo ID, current not expired

v  Daytime telephone number

v  Last four digits of your social security number and

v  Billing address

These items can be brought in person to City Hall, faxed to us at 925-779-7054 or emailed to customerservice@ci.antioch.ca.us for a start service date no more than two weeks in advance.

If you are the existing owner of the property and wish to start service with the City of Antioch, you may provide the following information-

v  Government issued photo ID, current not expired

v  Daytime telephone number

v  Last four digits of your social security number and

v  Billing address

These items can be brought in person to City Hall, faxed to us at 925-779-7054 or emailed to customerservice@ci.antioch.ca.us for a start service date no more than two weeks in advance.

If water service is already off at the property you must make sure the house shut off valve is in the OFF position for service restoration.

Please be advised, any previous water account balances with the City of Antioch or in collections must be paid prior to opening a new account.

Please note, all service requests are scheduled for the next business day.  To obtain same day service, a same day service fee of $205.00 will be required.


TENANTS

In order to start services as a tenant or renter, you must come in person to City Hall with the following documents and information for a start service date no more than two weeks in advance- (A third party may NOT do this for you in your behalf)

v  The Verification of Property Ownership application completed by your land lord either in person at City Hall, or completed via a notary http://www.ci.antioch.ca.us/CityGov/Finance/Water/water-application.pdf

v  Your Lease or Rental Agreement, current not expired

v  Government issued photo ID, current not expired and

v  A minimum deposit of $186, paid in guaranteed funds

If water service is already off at the property you must make sure the house shut off valve is in the OFF position for service restoration.

Please be advised, any previous water account balances with the City of Antioch or in collections must be paid prior to opening a new account.

Please note, all service requests are scheduled for the next business day.  To obtain same day service, a same day service fee of $205.00 will be required.


PROPERTY MANAGERS/REALTORS

All property management companies and realtors, whether located within or outside Antioch, must have a current City of Antioch Business License.

All new property management companies or realtors, acting on behalf of a home owner, must present themselves in person with the required documents, information and deposit to start an initial account for a start service date no more than two weeks in advance-

v  The Verification of Property Ownership application completed by the homeowner either in person at City Hall, or completed via a notary  http://www.ci.antioch.ca.us/CityGov/Finance/Water/water-application.pdf

v  The Management Agreement or Listing Agreement between the home owner and you

v  Contact name and daytime phone number

v  Billing address and

v  A minimum deposit of $186, paid in guaranteed funds

If you have an existing or previous water account in good standing with the City of Antioch, you may provide the same information in person at City Hall, by fax at 925-779-7054 or emailed to customerservice@ci.antioch.ca.us  for a start service date no more than two weeks in advance.

TO DISCONNECT OR STOP WATER SERVICES

If you are the account holder and wish to disconnect or stop water service you may email, fax, or call (925) 779-7060 or come in person.  (A third party may NOT do this for you in your behalf) We require the following documents and information be provided for a stop service date no more than two weeks in advance-

v  Service address you want to disconnect

v  Weekday date to disconnect service, (excluding holidays) retroactive disconnections are not permitted, not to exceed two weeks in advance

v  Government issued photo ID, current not expired

v  Daytime phone number and

v  Mailing or forwarding address to send the final bill

EXTENSIONS

If you are unable to pay the past due balance amount indicated on your Final and Disconnection Notices, you may be eligible to make a written payment extension for the total amount due, on or before the due date.  You or a person over the age of 18 must come in person with government issued photo id; current not expired, to make a written payment extension, not to exceed two weeks from the due date indicated on your Final and Disconnection Notices.


SUSPENDED ACCOUNTS

Do not make an online/electronic payment with your financial institution or via the website; payments there will NOT avoid disconnect, reactivate or reconnect water service.  After your EXTENSION, FINAL or DISCONNECTION notice due date has passed, payments MUST be made in person or via the telephone with a Customer Service Representative directly, by the water account holder only-in GUARANTEED FUNDS only-NO CHECKS. Additional charges/fees and deposit (if not already on file) will be required before water service is scheduled on for the next business day. Same day service will require an additional same day restoration fee. We currently accept Visa, MasterCard, and Discover.

» If payment is not received as indicated on your EXTENSION, FINAL or DISCONNECTION notice, your account will be charged a required processing service charge of $73.00 and will be considered suspended and scheduled for disconnection

» If water service is disconnected an additional disconnection service charge of $104.00 will also be required

» A minimum deposit of $186 may also be required, if not already on file

Any tampering of the water meter will be charged a minimum tamper fee of $251.

 


WATER DEPOSITS

All new tenants/renters to the City of Antioch are required to pay a deposit based on the current Master Fee Schedule; in person and no checks will be accepted for deposits. Water deposits are collected and held for 18-months. After the 18-months the deposit will be applied to your account in the 19th month, provided you have made regular monthly payments with no account suspensions or service interruptions. A deposit will be required of all tenants/home owners if you had an account go to collections or if your previous account had delinquency notices issued. If at any time during the 18-month period, your account is suspended or water service is interrupted for non-payment, the deposit will be held for the life of the account (until you cancel service). All previous balances must be paid before starting a new account. If you move during the 18-month period, within Antioch, the deposit will be transferred to your new account. If you move out of town, the deposit will be applied to your final bill upon closing. If any credit balance occurs after cancellation, a refund will be mailed to you after the cancellation. Pursuant to the Antioch Municipal Code 6-5.04 B.
