Engineering and Development Services Division

Engineering and Development Services Division is a division of the Public Works Department responsible for review and approval of public improvements for new residential, commercial and industrial development as well as the inspection of those improvements. Information is also provided to the public for flood plains in Antioch and the division has primary responsibility for the management of the National Pollutant Discharge Elimination System (NPDES) permit. Solid Waste Disposal, AB 939 Solid Waste Reduction Program, Landscaping and Lighting District Engineer’s Report preparation, and Traffic/Transportation are also managed by Engineering and Development Services.

PLEASE NOTE: The Engineering & Development Services Division’s Encroachment permitting software has transitioned, as of May 1, 2023, to the new program Enterprise Permitting & Licensing (EPL).

Unfortunately, due to unforeseen circumstances specifically with the Encroachment Permit portion of the new program, the Civic Access Portal for online applications is not available for Encroachment Permits, at this time.

While we continue to work on the programming issues, please continue to apply using the Encroachment-Permit-Application-Instructions document. You may find that PDF document by clicking the link above labeled Encroachment Permits: Instructions Application.

The Instructions are the first two pages and they include the email address where you can submit your EP application package for review. Please make sure to include the required items to avoid delays in the review/processing timeframe.
