Neighborhood Improvement Services (NIS) is a section of the Department of Community Development, Land Planning Services Division. It is staffed by certified inspectors dedicated to the concerns of the community.

Antioch Municipal Code

Neighborhood Improvement Services' goal is to protect and preserve the public safety, health, welfare, and quality of life of the community in which we live and serve. This is done through enforcement of the Antioch Municipal Code, with focus on Public Nuisance and Public Safety Ordinances. By addressing violations and assisting the public in complying with the Municipal Code, Neighborhood Improvement Services will improve the quality of life for the entire community.

What Neighborhood Improvement Services (NIS) can do for you

We all want to live in neighborhoods that are clean, safe, economically viable, and decent places to raise our children. As citizens of Antioch we encourage you to report any situations you may think are violations. NIS investigates complaints such as illegally placed signs, graffiti, illegal dumping, abandoned vehicles, trash, and cars parked on lawns in front of houses. Upon receiving a complaint an inspection is made and appropriate measures are taken in a timely, efficient manner. Priority is given to immediate health and safety violations and are handled aggressively in conjunction with the Police Department and appropriate City departments.

Neighborhood Improvement Services works together with the people

NIS operates in cooperation with the citizens. Emphasis is placed on encouraging neighborhood maintenance efforts as well as responding to complaints. The staff devotes individual attention to correct problems and to educate the public. NIS relies on the assistance of the citizens of Antioch to report violations so we may work together to maintain the standard of living our community deserves. Complaints or questions are handled over the phone or in person in a professional and courteous manner. Common Antioch Municipal Code Violations

SECTION 5-1.201.1. It is hereby declared a public nuisance for any person owning, leasing, occupying, or having charge or possession of any premises in the City to park or store any recreational vehicle, including but not limited to, a trailer, boat, fifth-wheel trailer, motor home, motorized cart, tent trailer, travel trailer, utility trailer, travel coach, bus, un-mounted camper shell, or other mobile recreational equipment or watercraft or any empty trailer intended for or capable of carrying any of the above, in any front or side yard in a residential district, including the driveway.

SECTION 5-1.202(D)(1)(a). It is declared a public nuisance to have outdoor parking or storage of any inoperable, wrecked, dismantled, salvaged, abandoned vehicle, or parts thereof, including a watercraft so that it is within the view from the public right-of-way. Any vehicle that is not CURRENTLY REGISTERED with the California Department of Motor Vehicles to operate legally on a public street is deemed inoperable for purposes of this section. Vehicles registered as “non-op” are not allowed in public view.

SECTION 5-1.403(A). A property owner shall not permit property that has been defaced with graffiti to remain so defaced for a period of 10 calendar days.

SECTION 5-1.202(A)(1). The keeping, storage, depositing or accumulation on the premises of any personal property, including, but not limited to, abandoned, wrecked, dismantled, discarded or inoperable equipment, appliances, furniture, containers, packing materials, scrap metal, wood, building materials, junk, solid waste, rubbish, trash and debris, dirt, sand, gravel, concrete or similar materials that is visible from the public right-of-way must be removed.

SECTION 7-2.204. No person may leave or cause to be left any obstruction or impediment of any nature whatsoever on any City right-of-way (sidewalk or public street).

SECTION 9-5.3830. It shall be unlawful for any person to keep or maintain or to permit to be placed, kept, or maintained any recreational vehicle as a temporary or permanent residence upon any lot, piece, or parcel of land within the city other than an established recreational vehicle park.

SECTION 9-5.508(K). Temporary advertising signs, banners, flags, and advertising devices may be placed at a site for a maximum of ten consecutive days per calendar quarter with an Administrative Permit issued by the City of Antioch Planning Department.

SECTION 9-5.1210. Stipulates that branches from any tree or shrub shall be trimmed to the height of seven feet (7’) over the public sidewalk and to the height of fourteen feet (14’) over the public street.

Full service counter hours are:
8:00a.m. to 11:30a.m.

During this time all services are available to customers and a Building Inspector, Planner, Engineer, or Code Enforcement Officer will be available to assist you.

We are closed for lunch from 12:00p.m. to 1:00p.m.

Staff is available to assist customers by appointment only between the hours of 1:00p.m. to 5:00p.m. City Hall is closed every Friday.
